In Oregon, House Passes
Laci Peterson Bill

The House, in Oregon, passed the so-called Laci Peterson bill Thursday,
which would create a criminal charge for harming or killing a fetus.


The bill also adds pregnancy to the list of circumstances that qualify
for the death penalty in an aggravated murder case in Oregon.


The House passed the bill 37-21 and sent it to the Senate.

The bill is modeled after California's 30-year-old law
that allowed Scott Peterson to be charged with a
double murder for killing his pregnant wife, Laci.


The bill would create separate charges for any crime against a
pregnant woman that also hurts the unborn child. For example, if
someone assaulted a pregnant woman and caused the death of the
fetus but not the woman, the person could be charged with homicide.


Under current state law, that same situation
would only result in assault charges.


Supporters said the bill is a fair way to allow crimes
against pregnant women to be prosecuted.


Abortion rights advocates, however, argue that the bill is an
attempt to establish that a fetus is a person to bolster efforts
to outlaw abortion. The bill also fails to address the real
problem, which is violence against women, opponents say.


The bill specifically exempts abortions for injury to the fetus.
